download a file directly from a URL to the Files area.
the left column now uses Panels.
Panels may be resized, minimised and maximised to suit.
Panels may be "locked" (resize buttons removed).
You may create empty files (not useful yet, but allows us to create and edit files completely online in the future).
You may restrict users to Browse-Only. ie, remove the ability to upload.
You may ban certain file extensions.
Added contextmenu selection methods Select All, Select None, and Invert Selection.
